Constitution of the Southeast
Volusia Camera Club
Founded February 15, 1993
Article I NAME
The name
of the organization shall be the SOUTHEAST VOLUSIA CAMERA CLUB.
Article II
PURPOSE
The purpose of the club shall be to encourage, develop and promote personal and public appreciation
for photography.
Article III MEMBERSHIP
Any person interested in photography may become a member of the club.
Article IV
OFFICERS
The officers of this club shall be: President, First Vice President for Judging, Second Vice President
for Scoring, Secretary, Treasurer, Education Director, and Immediate Past-President. These officers shall
be considered the Executive Committee.
Article V VACANCIES IN OFFICE
Section
a. If the office of the President shall become vacant for any reason,
it shall be filled for the remainder of the term, by the First Vice-President or the Second Vice President, if the First Vice
President is unable to fill the vacancy.
Section b.
If any officer, other than that of the President, shall become vacant, it shall be filled for the remainder of the
term by appointment made by the President, until an election by the Executive Committee, at their next regularly scheduled
meeting.
Article VI MEETINGS
Regular monthly meetings will
be held unless determined by the Executive Committee. An Executive Committee meeting will be held to plan each meeting.
Article
VII BY-LAWS
By-laws for the transaction of the business of this club may be adopted, revoked
or amended at any time by the majority vote of the membership present, said membership having been given thirty (30) days
prior written notice.
Article VIII AMENDMENTS
Amendments to this Constitution may be made at any time
after thirty (30) days prior written notice to the general membership. An affirmative vote of two-thirds of the paid general
membership present shall be required. At least one-half of the paid membership will be considered a quorum.
By-Laws of the Southeast
Volusia Camera Club
Section I Membership
a. Any person
who is interested in photography may make application to this club.
b. The dues of regular members shall accompany the initial application.
c. Any member whose dues are thirty (30) days in arrears shall not be eligible to enter competition until dues are received.
Members whose dues are thirty (30) days in arrear, shall be contacted by phone and shall be dropped from the membership roster,
one month after notification.
Section II
Dues a. The dues of this club
shall be $25.00 or $35.00 per family per year to be paid annually (November 1st through October 30th of following year).
Dues must be paid to date to be eligible to participate in competition or club activities.
b.
The Executive Committee shall have the right to raise
the coming year's annual club dues if the activities and club expenses
justify.
Section III Election of Officers
a. The President will appoint a nominating committee in November for the purpose
of presenting a slate of officers at the December meeting, for the following year. The President shall also call for nominations
from the floor.
b.
Voting shall be done by show of hands or by ballot,
as feasible.
c.
Nominees receiving the highest member of votes for
each office, shall be declared elected and shall be inducted at the annual awards banquet. The term of office for each officer
shall be one year.
Section IV Duties of Officers
a. President:
The President is chief executive officer of the club
and is to preside at all meetings of the club and executive committees. The President is ex-officio member of all committees
with the exception of the nominating committee and should see that all Chairpersons know their duties and perform them well.
The President shall act as club spokesperson and promote club membership.
b. First Vice-President: for Judging: Shall secure a program and
a judge for the monthly competitions. They will be responsible to see that all competition rules meet established requirements
and are properly presented for judging. Serve in the absence of the President.
c.
Second Vice President for Scoring: Shall assign designated competition classifications. They
shall serve as the official score keeper for all competition records and publish a list of winners and points earned. At the
end of the year they will designate "Photographer of the Year" and other first place winners for recognition at
the annual awards banquet. They shall serve in the absence of the President and First Vice President.
d.
Secretary: Shall prepare minutes of the Executive Committee meetings and make them available
at each following meeting. They will work with the Treasurer to maintain a current membership roster..
e.
Treasurer: Shall collect and keep accurate records of all income and expenses,
with a proper paper trail of all club finances. They will work with the membership Chairperson and Secretary to maintain
a current membership roster. Will prepare records for audit by the Executive Committee at the end of the year.
f.
Education Director: Shall be
responsible for monthly education presentations and its content during the months of October though May. The
Education Director may also organize outside educational workshops, seminars and speaker programs.
g.
Immediate Past President: Shall serve as a voting contributing member of the Executive
Committee for one year following their term as president after successfully carrying out at least one full term as President.
Section V Commitees:
The President, with the approval of the Executive
Committee, may appoint committee chairpersons to enhance club activities and functions.
a. Chairperson for Hospitality and Membership: Shall greet members and guests at the regular meetings and club functions. They will arrange for club members to participate
in providing refreshments at our monthly meetings They will promote and encourage club membership.
b. Chairperson for Special Activities: Shall work with the club members to implement and promote special events such as field trips, displays
and work with the community to provide opportunities for interaction. They will serve as club coordinator for FCCC and PSA.
c. Chairperson for Public Relations: Shall work closely with the Second Vice-President for scoring and local newspapers in the community
to promote our competition winners and club activities and events.
d. Webmaster: Shall
maintain the integrity of the website and monitor its active status. They will work with the board and
chairpersons to post announcements and documents as available or arrange for them to be posted by an authorized volunteer
or qualified individual.
e. Newsletter Editor: Shall collect information from club officers, members, and other sources to publish
on the web site.
f. Ad Hoc Committee: may be appointed by the Executive
Committee.
Section VI Executive Committee:
a. There shall be an Executive Committee consisting of the Club Officers.
b. The purpose of the Executive Committee shall be to conduct and monitor the business
of the club.
c.
The Executive Committee shall approve all individual
expenditures by the Treasurer exceeding Fifty ($50.00).
d. Executive Committee decisions are to be determined by a simple majority vote. Roll will be taken at
the beginning of each Executive meeting to establish whether or not a quorum is present. Each executive has one vote, regardless
of whether they hold more than one office. Executives must be present to cast their vote. In the event
of a tie, the President will cast an extra deciding vote.
e.
Committee Chairpersons are invited to attend and participate
but can not vote.
